A transformative $7 billion mixed-use development named Halo Vista is set to redefine northwest Phoenix. Spanning over 2,300 acres, this ambitious urban community will complement the upcoming $65 billion Taiwan Semiconductor Manufacturing Company (TSMC) facility—a landmark project expected to produce its first chips in 2025 and create 80,000 jobs.
A City Within a City
PHOENIX — Positioned at the intersection of Loop 303 and Interstate 17, Halo Vista aims to become a vibrant “city within a city.” This project, led by the Mack Real Estate Group in collaboration with McCourt Partners, will feature a blend of industrial, residential, retail, and office spaces, creating a cohesive live-work-play environment.
“This is the first time we’re centering a live-work environment around a manufacturing business,” said Richard Mack, CEO of Mack Real Estate Group. He emphasized the unique synergies created by having TSMC as a central anchor.
Inspired by Taiwan, Designed for Arizona
Halo Vista’s development team traveled to Taiwan to observe TSMC’s existing facilities and the surrounding areas. The insights gained are shaping the design of this urban, walkable environment, with a strong focus on landscape architecture to ensure it blends seamlessly into the Phoenix lifestyle.
“TSMC will operate 24/7, and this ‘sub-city’ will accommodate that way of living,” Mack said. Developers aim to balance the high-energy demands of a bustling industrial hub with the relaxed, outdoor-centric Arizona lifestyle.
Beyond Manufacturing: A Destination for All
While Halo Vista is designed to support TSMC’s operations, developers hope it will attract residents from across Phoenix. The community’s high-quality amenities and urban appeal are intended to draw people beyond the manufacturing sector, creating a diverse and inclusive environment.
“We’re building a community that people from all around Phoenix will want to call home,” Mack explained. This project also holds strategic importance in demonstrating the viability of re-shoring key industries, particularly advanced semiconductor manufacturing.
Construction Timeline and Future Vision
Halo Vista is in the early design stages, with construction expected to begin in about a year. Developers anticipate announcing additional collaborators as plans progress. Richard Mack described the project as one of the largest industrial investments in U.S. history, with the potential to drive significant economic growth and innovation.
“Making TSMC happy here and increasing their productivity is so important for the U.S. to demonstrate that re-shoring works,” Mack said. If successful, Halo Vista could serve as a model for future industrial-urban ecosystems nationwide.
